Fumikazu Shimamura joined Milliman in December 2025 as a Director in the Japan Healthcare and Data Analytics Practice.

His role in new business development and management includes:

  • HEOR projects for pharmaceutical companies
  • Research projects to support development of new insurance services
  • Research projects to promote evidence-based policymaking for national and local governments

Experience

In July 2024, he joined Integrated Health Science, a Kobe University healthcare venture, where he oversaw overall management as Chief Operating Officer and Chief Financial Officer. Fumikazu launched R&D and new health check-up businesses utilizing Health Function Quotient, a health and pre-disease (Me-byo) assessment algorithm.

In January 2022, he joined IQVIA Solutions Japan as Senior Director, overseeing the Analytics Solutions and Medical and Patient Communications divisions. He was responsible for overseeing data analysis services in the Sales Forth Effectiveness area, as well as communication services for doctors and patients for pharmaceutical companies.

From 2006 to 2021, he was in charge of major domestic and international pharmaceutical companies. As Dentsu's medical business leader, he was responsible for numerous disease awareness campaigns, corporate advertising, prescription drug marketing support, and digital transformation initiatives for multi-channel marketing.

In April 1998, he joined Dentsu Inc., where he gained experience in advertising and promotion for clients in a wide range of industries.
